What's Really Behind China's Attacks On Apple And Android?

American technology is winning the smartphone wars. Apple's iPhone captures the lion's share of the industry's profits and Google's Android operating system easily dominates smartphone market share. Is this a cause for concern in China - which has grown accustomed to dominating tech manufacturing?

Clearly, something is bothering the Chinese establishment. 

Two weeks ago, China's Ministry of Industry and Information Technology (MIIT) sounded an alarm about Android's dominance:

While the Android system is open source, the core technology and technology roadmap is strictly controlled by Google.

According to the Ministry's statement, China's “mobile operating system research and development is too dependent on Android.” While Android is the world's dominant smartphone platform, with an estimated 70% market share, Android commands an estimated 90% of the Chinese smartphone market.

This is a big deal. There are more than one billion smartphones in use around the world - and billions more are expected to be activated over the next several years. China is the world's largest smartphone market, but nearly every new smartphone made is based on technology developed and controlled by North American companies. 

The top smartphone operating systems in the world are American, with Google's Android and Apple's iPhone leading by a wide margin. Android commands 48% of the market and iPhone has 19%. Blackberry owns 8% of the market and Microsoft's Windows Phone has 2%. (Legacy devices running on the outmoded Symbian OS still control 15% of the current market.) Just as important, services, applications, businesses and innovation gravitate to the winning platforms.

Android And iPhone Rising

Earlier this month, I suggested that a de facto threat to Android could certainly benefit China's 'homegrown' platforms, such as Alibaba's Aliyun operating system, for example. I also said that such a move might benefit Apple's iPhone and other competing platforms. But that may no longer be a valid assumption.

Late last week, China's official media, China Central Television  (CCTV), went after Apple. According to The Wall Street Journal:

China Central Television accused Apple of skirting warranty periods and adopting customer-service policies for Chinese customers that differ from its practices in other countries.

During the two-hour broadcast, watched by millions, the network accused Apple of not fully meeting product warranty requirements and of engaging in customer-service practices that differ from Apple's standard practices in other countries. For example, Chinese customers, the broadcast said, are more likely to receive a refurbished product instead of a new device when their original fails.  

"This is too unfair to Chinese consumers," one customer said in the report.

While the iPhone has only a small share of the Chinese smartphone market, Apple has been moving aggressively into the country. In the last fiscal quarter alone, Apple generated $6.83 billion in revenues from the Chinese market (including Hong Kong and Taiwan). China is currently Apple's second largest market by revenue, though CEO Tim Cook has predicted that China will become Apple’s number one market soon.  

Cook was in China earlier this year, where he met with several government officials and the chairman of China Mobile, the country's largest mobile carrier.

Any actions undertaken by the Chinese government that limit or otherwise diminish the prospects of Apple's iPhone and Google's Android platform would likely be felt immediately. As The Wall Street Journal stated in its CCTV report:

China's consumers flooded social-media sites after the CCTV report. Zheng Yuanjie, a famous Beijing-based children's author, wrote on the Sina Weibo microblogging service, "By paying the same or even a higher price for Apple products, Chinese consumers have received even lower standards of after-sales service than those in developed countries. I hope the part Apple is missing [in its products] is not its conscience." The comment received nearly 8,000 comments and was forwarded nearly 10,000 times by late Friday night. 

Smoke But No Fire

Not everyone is convinced. Steven Millward, who covers the mobile market in Asia out of Shanghai, said the moves by China's state-run broadcaster and Ministry may not be coordinated:

Coming just two weeks after China's MIIT warned of the country being too dependent on Google-controlled Android, the CCTV attack on Apple might seem to be a co-ordinated attack on the two leading smartphone platforms in the country, iOS and Android, but i'm not convinced. 

There could be other factors for CCTV's attack on Apple: it was, after all, World Consumer Rights Day, and major foreign companies are often (though not exclusively) the ones at whom the brickbats are thrown.

Apple, Millward notes, is also a "prestigious target" for a television broadcaster to go after. Indeed, as The Wall Street Journal reported, the CCTV report was "hyperbolic" if not necessarily effective. 

Similarly, while there may be some legitimate cause for concern over Android's near-monopoly in the China smartphone market, Millward notes that "Chinese authorities must realize that their leading Web companies - from Baidu to Tencent, Sina to startups - badly need iOS and Android as the basis of their entire mobile strategy." 

China's Sputnik Moment?

Even if the broadsides launched against Apple and Google are indeed coincidental, they could still be signs of China's own 'Sputnik moment' over American domination of smartphone technology, 

For non-history-buffs, back in 1957 the Soviet Union launched Sputnik, the world's first successful artificial satellite. Reaction in the United States was dramatic, with warnings that American technological leadership was being squandered and hysterical fears of a deadly "missile gap." The Sputnik issue became a central to the 1960 U.S. presidential election. Soon after his election, John F. Kennedy Jr. committed the United States to sending a man to the moon.

It's probably hyperbole to claim that the rise of Android and iPhone will inspire new efforts by the Chinese in the smartphone sphere. But it's equally clear that China has noticed that there's a key technology category where it doesn't lead the way. And no one should be surprised if they decide to do something about it in a big way. 

Nobody's Talking

Apple did not respond to requests for comment, nor did the U.S. Chamber of Commerce. Google responded with the following statement:

Android is an open source mobile platform freely available to everyone. It is available in its entirety at http://source.android.com, allowing device manufacturers to customize and offer new user experiences, driving innovation and consumer choice.

As Hacked ChamberLeaks Emails Break, Left Scrambles to Hide Ties to Domestic Terrorist

Think Progress, a project of John Podesta's Center for American Progress Action Fund, has been fiercely pushing a story about leaked emails that suggest the U.S. Chamber of Commerce was aware of espionage work being performed against American citizens by one of its private security firms. The story first launched a few days ago as an exclusive on the progressive blog, when it reported that hacked emails obtained from the pro-WikiLeaks group "Anonymous" reveal that the US Chamber conspired to sabotage opposition progressive activist groups including ThinkProgress, Change to Win, SEIU, BradBlog and StopTheChamber, among others. By this morning, the story was all over the lefty blogosphere, on sites such as AlterNet, Huffington Post, Raw Story, and in a press release from Kevin Zeese, our fan from IndictBreitbart.org.


But the reports are noticeably silent on one crucial component of the story.

The primary focus of the Chamber's investigation was actually none other than the organization known as Velvet Revolution, and one of its co-founders, Brett Kimberlin.

Recognize that name? That's because we told you all about this convicted domestic terrorist, known as the Speedway Bomber, who in 1981 was finally convicted of a week-long bombing spree in Indianapolis, IN in which eight separate bombs caused extensive property damage, destroyed a police cruiser, and severely maimed a man, eventually leading to that man’s suicide. In short, a community was terrorized for a week, and a potentially indirectly related murder remains unsolved today. Indiana certainly remembers Brett Kimberlin.

As it turns out, despite the months of deafening silence on the left in response to questions about the ally they've so warmly embraced, some bigger characters apparently had taken notice.

What service is Neal Rauhauser providing to his clients, including Brett Kimberlin’s tax-exempt 501(c) Velvet Revolution? Is Rauhauser paid to sit around all day playing with his Twitter sockpuppets, plotting revenge against Greg Howard, obsessing over Patterico and ranting about how a “Christian Infowar Militia cell” took down Anthony Weiner?

Rauhauser’s profile for the 2010 Netroots Nation conference described his work: “He applies his background in software development and telecom network engineering to solving problems in the social media work space for political campaigns and causes.”

What does that mean? Sunday, I published a sample of writings by Rauhauser that he had “scrubbed” from the Web, demonstrating his obsessions with his various enemies, as well as his penchant for online secrecy and deception. But there was much more in that vast 179-page cache, including a January 2012 post entitled “Maltego, FOCA and Shodan,” referencing three computer programs Rauhauser uses. His description of Maltego is particularly interesting:

I’ve been fooling around with open source intelligence and forensics application Maltego for some time now. I read an article about it in 2010, got an eval, and the very first search I ran led to a phone call with the FBI that actually got some people interviewed over their behavior. I was a bit freaked out at the time, worried that my world was going to burst into flame every time I clicked the little black icon, but instead it’s turned out to be a tool that comes out about once a week and does in minutes what would take me days to do by hand.

Hmmm. What does this software program do?

Maltego is an intelligence and forensics application. It allows for the mining and gathering of information as well as the representation of this information in a meaningful way.
Coupled with its graphing libraries Maltego allows us to identify previously unknown relationships between information, persons and information about persons. As such, it is a useful tool in the IT security field to map an organization’s people and relationships. A valuable aid in exploring the social-engineering attack vector in pen-testing investigations.

Exactly how did Rauhauser’s use of Maltego lead to “a phone call with the FBI that actually got some people interviewed over their behavior”? Which of his chosen enemies did this creepy paranoid freak identify using Maltego? We don’t know. What we do know is that Rauhauser also referenced Maltego in a March 2012 post entitled, “Regarding Andrew Breitbart,” excerpts of which I share here, urging readers to examine carefully:

The True History Of Andrew Breitbart’s Hatred For Neal Rauhauser is a fourteen page PDF of screen shots collected right around the time of the 2010 midterm election. … [T]he timeline is jumbled and you’d need to see inside sauce-jar.aes256 to understand exactly what transpired.
sauce-jar.aes256 is a 563 meg encrypted archive that was included in the Kookpocalypse torrent. This was released 2/6/2012, the anniversary of the HBGary break in, and it contains screen captures, PDFs, Maltego graphs, timeline files, and other data that support my conclusion –portions of the Team Themis project may be at work among the people who contribute to Breitbart’s BigGovernment site. There are some sample files in the torrent that are interesting. State and federal authorities have already seen the unencrypted version of this.
I have been pursued since the 2010 midterm by a woman who used the now defunct Twitter screen name @ZAPEM. The ZAPEM Libel SuitScribd collection is an as yet unfiled civil action against this person. She seems to have persecution delusions and this led to the massive non-scandal of Twittergate during the 2010 election. …

I am deeply weary of crazy people following me around injecting their mental illness into my life, so I do really mean things to them –see Geolocation Lulz-a variety of network oriented pranks intended to keep them hopeful of locating me, yet thoroughly frustrated. If you read the nealrTumblr you will see a lot of fact, some ARG-ish posts, and a few that are obviously meant to convey one message to the overactive pattern matching of paranoid, delusional stalkers, and quite another to coherent readers.
There has been quite a bit of ephemera in and around Twittergate, Weinergate, and the Kookpocalypse.

What you see here is, among other things, a repetition of the claims asserted in a bizarre eight-page document (“Andrew Breitbart’s ISR Cell?”) that Rauhauser published in February 2012: TwitterGate was a hoax, Anthony Weiner was framed, HBGary was working for Breitbart, and all of these things were somehow part of a vast interconnected conspiracy. (I analyzed that document June 2, “When Neal Rauhauser Complained About ‘Menacing’ and ‘Cyberstalking’.”)

Rauhauser has apparently succeeded in getting that document taken down from its server, but the 575-megabyte torrent download is still available online, if you’d care to wade through a gigantic steaming pile of paranoid crazytalk. Of course, Rauhauser scrubbed all the other stuff — including his “as yet unfiled civil action” against @Zapem — which is one of his remarkably consistent habits: Every time people start taking an interest in whatever madness Neal has been doing lately, he begins deleting files, closing accounts, etc.

The guy’s deleted more Web content than most people have ever created, and why? Consciousness of guilt. Rauhauser’s obsession with secrecy is consistent with his habit of deleting anything that anyone might employ as evidence that he’s up to no good.

When his “beandogs” scam blew up into the 2010 TwitterGate scandal, Neal immediately shut down his operation and started deleting stuff, which has enabled him to tell people — at least those unfamiliar with the now-deleted evidence — that it was a “non-scandal” caused by “the persecution delusions” of one woman, @Zapem. She’s crazy, Rauhauser says, while insisting that he is both innocent and sane.

Only fools are deceived by this, especially when Rauhauser talks about his obsessive quest to find @ZapEm:

First, for background, we’re talking about An Inconvenient Kook, a woman I’ve tentatively identified as Michelle Lessick aka ZAPEM. All I had to start was:

  • The Twitter username @ZAPEM (now @Repository1) and a now defunct WordPress blog
  • Records of various streams of tweets and writings, which are a fairly distinct personality showing delusions of persecution
  • An email from Patrick Read aka @SwiftRead naming her as Michelle
  • A tip that her last name was Reilly, perhaps Nagy-Riley, which I believe to be incorrect
  • A tip that her name might be Lessick
  • Assertions that she was a police dispatcher and her husband a police officer
  • Many indications she lived in northern New Jersey

I did quite a lot of digging with Google and finally did locate the connection to the name Lessick, which can be seen in the link containing her name. I chased various permutations of this name and the Jascawow alias using a variety of search tools and came up empty.

Not since Humbert chased his doppelgänger Quilty cross-country has anyone so persistently stalked an enemy, real or imagined. And while there is a real person behind @Zapem, the vast conspiracy in Rauhauser’s demented mind is wholly imaginary. But as he sits down with his Maltego software and maps online connections, Neal’s paranoia tells him that this data-mining holds some hidden clue to how all these evil people — from Greg Howard to HB Gary to Patrick Frey to the ghost of Andrew Breitbart — are plotting against him.

And who are we to say that they’re not, huh?

Matt Edelstein and #StopRush Employed Brett Kimberlin’s Pal Neal Rauhauser As Their Private Investigator | The Trenches

The Trenches published a post yesterday containing various unedited excerpts from an illegally recorded phone call between Matt Edelstein, and a man still only known to us as “Randy” in the recording. In this post there  are a couple of excerpts wherein Matt discusses a private investigator that was employed to research Randy.

 

Remember how Matt forgot he already said who shared the information! “Comedy gold” as a certain “private investigator” likes to say. You’ll see that phrase again in the embedded document at the end of this piece.

 

We now have our answer about this mystery investigator. It’s Neal Rauhauser.

In another email tip to The Trenches, we obtained the following correspondence from the socialactionsteering@googlegroups.com groups at Google Groups. Social Action Steering? Sounds very Marxy, you Stop Rush buffoons.

Interesting. I’m mentioned again. Matt sure spends a lot of time talking about someone he deems irrelevant. The bold comments in the email are my emphasis.

Julie’s instinct was always that this guy was a right wing disrupter, and she may or may not have been right, but it’s clear he plans on trying to make trouble among progressives, and I assume Laffy and her friends would resist such nonsense, despite our personal dramas.

So now what?

You can be sure he’s trying to plant this meme anywhere he can. If I go public on the blog, it reveals that one of the noisier stop rush workers was a plant or a flake. But do we really care? I am not sure. It depends on how it’s constructed. Is it worse to give them a few days of noise, or let this asshat create all kinds of disruption? It’s a jump ball.

I feel that if we don’t expose him, he’s only going to try to do more and more of this subterfuge.

I am CCing Neal Rauhauser on this letter. He knows these right wing operatives (which Randy may or may not be) better than most of us, and he may have some insight into which approach is best. He’s probably just a flake trying to repair his soiled rep now, but I admit there are a lot of things that support Julie’s theory that he’s trying to disrupt all of us as a professional mission. We need to know more about that “law firm” he seems comfortable associating with. Do they have a relationship to Radio Host mikeberry? I am still fairly sure that if Randy had a stealth agenda, it was to use StopRush to fake-attack Berry, thus building his national ID and rep. Kinda clever, actually. And this letter to laffy shows he’s far more duplicitous (and craftier) than his folksy voice and manner would indicate.

I figure I may just have my lawyer send this Laffy letter back to him, and ask for an explanation.

Well, well, well, CCing Neal Rauhauser about Randy? Krystal Ball, the MSNBC contributor, is clearly involved in this leftist cabal according to this email. And we can see that Matt is bent on “exposing” Randy. Also, Matt thinks this will all just blow over in a couple days. Still clinging to that theory, Edelstein? Maybe you were correct about your infiltrator being “far more duplicitous (and craftier) than his folksy voice and manner would indicate”. Lesson? Don’t underestimate Blue Dog Democrats.

Anyway, as you’ll see below, to Edelstein and his extremist pals, “exposing” Randy means that Neal Rauhauser and his friends will “dox” someone named Jason that they believe is their infiltrator Randy Hahn. The first line of Neal’s email demonstrates that he’s admitted to conducting an investigation.

U.S. Government Software Creates 'Fake People' on Social Networks to Promote Propaganda

The US government is offering private intelligence companies contracts to create software to manage "fake people" on social media sites and create the illusion of consensus on controversial issues.

The contract calls for the development of "Persona Management Software" which would help the user create and manage a variety of distinct fake profiles online. The job listing was discussed in recently leaked emails from the private security firm HBGary after an attack by internet activist last week.

According to the contract, the software would,

"protect the identity of government agencies" by employing a number of false signals to convince users that the poster is in fact a real person.

A single user could manage unique background information and status updates for up to 10 fake people from a single computer.

The software enables the government to shield its identity through a number of different methods including the ability to assign unique IP addresses to each persona and the ability to make it appear as though the user is posting from other locations around the world.

Included in HBGary's leaked emails was a government proposal for the government contract. The document describes how they would 'friend' real people on Facebook as a way to convey government messages.

 

The document reads:

"Those names can be cross-referenced across Facebook, Twitter, MySpace, and other social media services to collect information on each individual. Once enough information is collected this information can be used to gain access to these individuals social circles.


Even the most restrictive and security conscious of persons can be exploited. Through the targeting and information reconnaissance phase, a person’s hometown and high school will be revealed. An adversary can create a classmates.com account at the same high school and year and find out people you went to high school with that do not have Facebook accounts, then create the account and send a friend request.

 

Under the mutual friend decision, which is where most people can be exploited, an adversary can look at a targets friend list if it is exposed and find a targets most socially promiscuous friends, the ones that have over 300-500 friends, friend them to develop mutual friends before sending a friend request to the target.

 

To that end friend’s accounts can be compromised and used to post malicious material to a targets wall. When choosing to participate in social media an individual is only as protected as his/her weakest friend."

Other documents in the leaked emails include quotes from HBGary CEO Aaron Barr saying,

"There are a variety of social media tricks we can use to add a level of realness to all fictitious personas... Using hashtags and gaming some location based check-in services we can make it appear as if a persona was actually at a conference and introduce himself/herself to key individuals as part of the exercise, as one example."

Additional emails between HBGary employees, usually originating from Barr, discuss the vulnerability social networking causes.

One employee wrote,

"and now social networks are closing the gap between attacker and victim, to the point I just found (via linked-in) 112 females, wives of service men, all stationed at Hurlbert Field FL - in case you don't know this is where the CIA flies all their "private" airlines out of. What a damn joke - the U.S. is no longer the super power in cyber, and probably won't be in other areas soon."

Barr also predicted a steady rise in clandestine or secret government operations to stem the flow of sensitive information.

"I would say there is going to be a resurgence of black ops in the coming year as decision makers settle with our inadequacies... Critical infrastructure, finance, defense industrial base, and government have rivers of unauthorized communications flowing from them and there are no real efforts to stop it."

The creation of internet propaganda software is only one of HBGary's controversial activities.

 

According to Wikileaks competitor and occasional collaborator Cryptome.org, several other progressive organizations were intended to be targeted including,

Are My "Friends" Even Real People? - Revealed That Air Force Ordered Software to Manage Army of Fake Virtual People

These days, with Facebook and Twitter and social media galore, it can be increasingly hard to tell who your "friends" are.

But after this, Internet users would be well advised to ask another question entirely:

Are my "friends" even real people?

In the continuing saga of data security firm HBGary, a new caveat has come to light:

not only did they plot to help destroy secrets outlet WikiLeaks and discredit progressive bloggers, they also crafted detailed proposals for software that manages online "personas," allowing a single human to assume the identities of as many fake people as they'd like.

The revelation was among those contained in the company's emails, which were dumped onto bittorrent networks after hackers with cyber protest group "Anonymous" broke into their systems.

In another document unearthed by "Anonymous," one of HBGary's employees also mentioned gaming geolocation services to make it appear as though selected fake persons were at actual events.

"There are a variety of social media tricks we can use to add a level of realness to all fictitious personas," it said.
 

 

Government involvement

Eerie as that may be, more perplexing, however, is a federal contract from the 6th Contracting Squadron at MacDill Air Force Base, located south of Tampa, Florida, that solicits providers of "persona management software."

While there are certainly legitimate applications for such software, such as managing multiple "official" social media accounts from a single input, the more nefarious potential is clear.

Unfortunately, the Air Force's contract description doesn't help dispel suspicions. As the text explains, the software would require licenses for 50 users with 10 personas each, for a total of 500.

 

These personas would have to be,

"replete with background, history, supporting details, and cyber presences that are technically, culturally and geographically consistent."

It continues, noting the need for secure virtual private networks that randomize the operator's Internet protocol (IP) address, making it impossible to detect that it's a single person orchestrating all these posts.

 

Another entry calls for static IP address management for each persona, making it appear as though each fake person was consistently accessing from the same computer each time.

The contract also sought methods to anonymously establish virtual private servers with private hosting firms in specific geographic locations. This would allow that server's "geosite" to be integrated with their social media profiles, effectively gaming geolocation services.

The Air Force added that the "place of performance" for the contract would be at MacDill Air Force Base, along with Kabul, Afghanistan and Baghdad. The contract was offered on June 22, 2010.

It was not clear exactly what the Air Force was doing with this software, or even if it had been procured.
 

 


Manufacturing consent

Though many questions remain about how the military would apply such technology, the reasonable fear should be perfectly clear.

 

"Persona management software" can be used to manipulate public opinion on key information, such as news reports. An unlimited number of virtual "people" could be marshaled by only a few real individuals, empowering them to create the illusion of consensus.

You could call it a virtual flash mob, or a digital "Brooks Brothers Riot," so to speak: compelling, but not nearly as spontaneous as it appears.

That's precisely what got DailyKos blogger Happy Rockefeller in a snit: the potential for military-run armies of fake people manipulating and, in some cases, even manufacturing the appearance of public opinion.

"I don't know about you, but it matters to me what fellow progressives think," the blogger wrote.

 

"I consider all views. And if there appears to be a consensus that some reporter isn't credible, for example, or some candidate for congress in another state can't be trusted, I won't base my entire judgment on it, but it carries some weight.

"That's me. I believe there are many people though who will base their judgment on rumors and mob attacks. And for those people, a fake mob can be really effective."

It was Rockefeller who was first to highlight the Air Force's "persona" contract, which was available on a public website.

A call to MacDill Air Force Base, requesting an explanation of the contract and what this software might be used for, was answered by a public affairs officer who promised a call-back.

 

No reply was received at time of this story's publication.

Other e-mails circulated by HBGary's CEO illuminate highly personal data about critics of the US Chamber of Commerce, including detailed information about their spouses and children, as well as their locations and professional links. The firm, it was revealed, was just one part of a group called "Team Themis," tasked by the Chamber to come up with strategies for responding to progressive bloggers and others.

"Team Themis" also included a proposal to use malware hacks against progressive organizations, and the submission of fake documents in an effort to discredit established groups.

HBGary was also behind a plot by Bank of America to destroy WikiLeaks' technology platform, other emails revealed. The company was humiliated by members of "Anonymous" after CEO Aaron Barr bragged that he'd "infiltrated" the group.

A request for comment emailed to HBGary did not receive a reply.

An Indian man released from a Pakistani prison on Monday after spending 35 years on death row has admitted that he was a spy.

Kashmir Singh also criticised the Indian government which he said did nothing for him or his family while he was in jail.

He said he would not give details of his detention in case it jeopardised other Indians in jail in Pakistan.

He was sentenced to death in 1973, for spying in Pakistan.

'Not a penny'

"I did the duties assigned to me as a spy," Mr Singh said on Friday, the Press Trust of India (PTI) reports.

"After my arrest... successive (Indian) governments did nothing for me," he told journalists in the city of Chandigarh. "The government after my arrest did not bother to spend a single penny for my family."

Mr Singh appeared reluctant to give many details about his imprisonment although he did say he had been chained up for 17 years of his detention.

His release was spearheaded by Ansar Burney, a social worker and cabinet minister who tracks people lost in Pakistan's jail system.

India and Pakistan have jailed hundreds of each other's soldiers and civilians during times of hostility.

Pakistani officials said that while Mr Singh's release was unconditional, they hoped it would lead to further prisoner exchanges.

'Hell on earth'

Ansar Burney discovered Mr Singh on a recent trip to a jail in Lahore and persuaded Pakistan President Pervez Musharraf to revoke his death sentence and order his release.

Mr Singh was a former policeman who had become a trader in electronic goods.

He was arrested in the city of Rawalpindi in 1973 and convicted of spying.

Pakistan and India frequently arrest each other's citizens, often accusing them of straying across the border - some are treated as spies.

Mr Burney is currently the government's caretaker minister for human rights.

Mr Burney said last week that Mr Singh had been held in a condemned prisoner's cell for most of the time since his conviction and had become mentally ill.

He said that he was first informed about the case several years ago by members of the Indian community in London.

But he was unable to locate Mr Singh, despite visiting more than 20 jails across the country in connection with his campaign for prison reforms and prisoners' rights.

The minister said Mr Singh had not received a single visitor or seen the open sky and, like other condemned prisoners, was locked in an overcrowded cell for more than 23 hours a day, in conditions which the minister described as "hell on Earth".
